Spell scaling framework

Hi all,

I have a proposal to make, and I hope it's a useful suggestion.

Instead of rewriting each spell in the game by hand each time we want to scale damage and such, why not use a single set of variables for each spell level and a standard code in each spell to check these (maybe in an include file?) and calculate damage accordingly. That way we can adjust and fine tune damages by one file instead of hundreds.

Ordinarily this would probably be too much work, but seeing as we're going to be reworking arcane spells anyway, why not start there?
