It is supposed to work.
I remember that I took a deeper look into it this and if I recall correctly it was not a coding issue but a blueprint issue. Not all creatures are tagged correctly. For example there are plenty creatures with a undead appearance who are not undeads but barbarians or fighters. Fixing this would mean a tremendous amount of work so I never started with it. But I'll take another look at the code to when I get the time.

I checked that atlantian elementals are actually elementals but I couldn't turn them. Hellfire engines are constructs but desctruction domains doesn't allow turning them either.

I stumbled upon this very old post and think I found the issue.
I'll commit a fix soon and increase the turning damage to match our current power level.
