A caster based Wizard/RW/ASOC/FM could easily qualify with 40 character levels, but would have to drop a PRC at 30. Right now I think the only major Arcane builds that cannot afford 15 Wizard levels are EK builds, mixed caster Theurges, and possibly DSM builds. I suppose those encompass most of you...

The problem of ignoring DC checks is that we leave the regular rules of the engine at another point. And from a developers point of view we just loose another method to balance things. Ignoring saves is a very bad thing from such a point of view because it is just a "yes" or "no"...

the introduction of unlimited ammo forging wait. Thats a thing now? So you can make a fishing pole with epic mats and throw in 4d6 rainbow-damage, which all gets doubled on the first two hits? The dex theurge? If you can find a decent dagger, use that and drop mart. weapon prof for whatever. Otherwise a ghostly kukri should do the trick. *shrug* I am no expert on finessable weapons, to this date i have never built a toon that was not strength based. If aoe mayhem is your thing, i'd currently steer away from wizards. Especially wizards. Redoing your spellbook every area to combat resistances, or worse yet experiencing an area for the first time with a prepared spellbook character is a nightmare. I'd wait till the golem feats are live, then you can make a DD/EK/SB dwarven "technomancer". Not only would that be a perfectly rounded up RP background (dwarfs and golems), but it'd have some native ~6 dodge armor without buffs while still beeing able to wear a shield. Throw in epic mage ...
