Just tried to relevel my Cleric/Druid into a Ranger/Cleric. What is the targeted CR increase per EX? I assume it is 3 based on the calculations below. I think there really needs to be a target for the increase in CR per EX so everyone can be on the same page. The proposed numbers for a 1 CR increase per EX would be vastly different from a 3 CR increase per EX for example. With regards to increasing basal stats, I believe it should not scale at all...

That's strange. Is this based on theory numbers or actual in-game experience? Empower should only affect dice-based numbers and should not have any effect on the static numbers on heal spells at all.
